Is Dholera a scam?

It is one of the most searched questions about this region, and most sites selling land here refuse to touch it. Here is a straight answer, including the parts that do not help us sell anything.

The short answer

The region is real. Some sellers are not.

Those are two different questions and they get answered as one, which is why people end up confused and angry.

What is verifiably real

A government development company, DICDL, owned 51% by Gujarat and 49% by the centre.
72 km of built roads with utilities underneath, inside a 22.54 sq km serviced area.
A 109 km expressway carrying traffic since March 2026.
A command centre operating since 2019, which you can walk into.
A semiconductor fab under construction with up to ₹91,000 crore committed.

Where people actually lose money

Plots sold outside the SIR boundary but described as being inside it.
Land use misquoted, so a plot cannot be built on the way the buyer assumed.
Title chains that were never independently checked before payment.
Prices justified by the official allotment rate, which is a different product entirely.
Returns quoted as though the timeline were certain, when it has already slipped once.

Dholera is not a scam. It is a genuine, slow, government backed project that attracts a large number of aggressive sellers, and that combination is what generates the search you just made.

The slow part

Is it a failed project?

No. But it is materially behind what it was sold as, and pretending otherwise is how sellers lose people's trust.

It was approved in 2008

Dholera became a DMIC node in 2008 and the SIR Act followed in 2009. The first trunk infrastructure was operational in 2022. That is fourteen years from decision to serviced land.

The expressway took seven years

Approved by NHAI in 2019, open in March 2026. It did get built. It also took considerably longer than the dates being quoted to buyers in 2019.

Announcements do fall away

Vedanta's semiconductor plan for Dholera was widely reported and then changed. Some names on investor lists have moved on. That is normal for a project this size and it is a reason to buy on what is built, not on who was mentioned.

Most of the region is untouched

The Activation Area is 22.54 sq km of a 422 sq km developable region. Around 95 percent of the developable land has no trunk infrastructure yet. That is not failure. It is phase one.

Before you pay anything

  1. Ask whether the plot is inside or outside the SIR boundary, and get the answer in writing.
  2. Get the survey number and the town planning scheme number, not a project name.
  3. Check the land use for that exact survey number against the sanctioned plan.
  4. Have an independent lawyer read the title chain. Not the seller's lawyer.
  5. Visit the plot. Walk the access road. If nobody will take you, that is the answer.
  6. Compare the price against recently registered transactions nearby, not listings.
  7. Pay through traceable channels only, and never against a receipt that does not name the survey number.
