BUILDING

Dholera International Airport

On 1,426 hectares about 20 km from Dholera, built by DIACL. Phase one approved June 2022 at ₹5,083 crore. Reported at around 80 percent complete.

Tata and PSMC semiconductor fab

India's first commercial chip fab, an investment of up to ₹91,000 crore. Civil work passed the halfway mark in 2026 and cleanroom fit out has started.

Bhimnath Dholera freight rail

A last mile freight line under implementation by Western Railway, linking to the Dedicated Freight Corridor near Ahmedabad.

Social infrastructure

A multi speciality hospital, an integrated school, a fire station, investor accommodation and a food court, all listed as upcoming inside the Activation Area.

Private development

More than 1,000 studio apartments with commercial space by GAP Associates, and a 100 room corporate hotel by the Seksaria Group, both on the High Access Corridor.

Real decisions, no construction.

These have government approval and budgets. That is not the same as a site with people on it, and the difference matters when someone is pricing a plot on the strength of them.

Ahmedabad Dholera metro

A 100 km elevated line in two phases, approved centrally in 2021 at an estimated ₹12,500 to ₹13,000 crore and targeted for 2027.

Semi high speed rail

A passenger line planned from Ahmedabad along the expressway alignment for commuter movement.

Dholera sea port

Sanctioned by the Gujarat Maritime Board in June 2020, with full operation expected between 2027 and 2028.

TP schemes 5 and 6

Planning work on expansion beyond the Activation Area began in 2025. The land is zoned. Nothing is serviced.

Roughly 400 sq km of the 422 sq km developable region is outside the Activation Area. Most of it has no infrastructure in the ground yet. If a plot is being sold to you on the strength of the metro or the port, you are buying an approval, not a service.

How it got here

The official timeline.

Eighteen years from a corridor decision to an expressway carrying traffic. The pace tells you more than any projection.

  1. 2008

    Dholera approved as a node under the Delhi Mumbai Industrial Corridor.

  2. 2009

    Gujarat enacts the Special Investment Region Act and notifies Dholera SIR.

  3. 2010

    DSIRDA established as the regional development authority.

  4. 2011

    Master planning work begins, led by Halcrow.

  5. 2012

    The ICT master plan is prepared, and the development plan and control regulations are sanctioned.

  6. 2013

    Programme managers appointed. All six town planning schemes sanctioned, covering 422 sq km.

  1. 2014

    Environmental clearance received.

  2. 2016

    DICDL formed as the SPV. Implementation starts on TP 2A and 4A, the 22.54 sq km Activation Area.

  3. 2019

    The ABCD building and the City Integrated Operations Centre become operational.

  4. 2022

    Trunk infrastructure operational across the Activation Area. Airport phase one approved.

  5. 2023

    Construction begins on Dholera International Airport.

  6. 2026

    The Ahmedabad to Dholera expressway opens to traffic.
