Five links, and the utilities underneath

Infrastructure and connectivity.

A road, an airport, a metro, a port and a freight corridor, all aimed at the same 920 sq km. One carries traffic today. The rest are at very different stages, and that difference is the whole point.

Open, approved and planned are three different things. We label them separately because sellers usually do not.

CONNECTIVITY

National and state highways

NH751, the Ahmedabad to Bhavnagar route, passes directly through Dholera Industrial City. The region is already linked by existing highways to Ahmedabad, Rajkot, Bhavnagar, Mundra, Kandla, Pipavav, Dahej and Hazira, and to Delhi and Mumbai via NH8.

Ahmedabad Dholera expressway

109 km from the Sardar Patel Ring Road at Sarkhej to Adhelai in Bhavnagar district, running straight through the region. Four lanes, access controlled, greenfield, built to widen to eight and designed for 120 km/h. Implemented by NHAI. Open to traffic since March 2026.

Dholera International Airport

Built by DIACL, a company formed between the Airports Authority of India, the Government of Gujarat and NICDIT. About 20 km from Dholera, on 1,426 hectares, with a dedicated access road from the expressway. Phase one was approved in June 2022 at ₹5,083 crore, designed to start at 1.5 million passengers a year. Construction is reported at around 80 percent.

Bhimnath Dholera freight rail

A last mile freight line under implementation by Western Railway, connecting Dholera to the Western Railway network and onward to the Dedicated Freight Corridor near Ahmedabad.

Semi high speed rail

A passenger line planned from Ahmedabad along the expressway alignment, for mass commuter movement between the two cities. Planned, not started.

Port access

Pipavav is the nearest port at about 200 km, with Kandla at about 300 km and Mundra at about 350 km, all connected by road and rail. A sea port on the Gulf of Khambhat was sanctioned by the Gujarat Maritime Board in June 2020.

The Ahmedabad to Dholera expressway carrying traffic
The expressway109 km, four lanes, access controlled, open to traffic since March 2026. It is the single biggest change to how far Dholera feels from Ahmedabad.

Underneath

The utilities already in the ground.

Dholera is the first Indian city where gas, power, potable water, recycled water, sewage and storm water were all pre-planned underground before the buildings they serve. These are the official capacities inside the Activation Area.

Internal road network

72 km of internal roads ranging from 18 to 70 metres wide, with pedestrian walkways, dedicated cycling lanes, plantation and a reserved corridor held for future rapid transit.

Underground utility corridor

A single corridor carrying potable water, recycled water, sewage, industrial effluent, storm water drainage, gas and ICT beneath the road network. Nothing is dug up later to add a service.

Water treatment

A 50 MLD plant commissioned about 5 km from the Activation Area, scalable to 150 MLD, feeding two mass balancing reservoirs and nine elevated service reservoirs.

Common effluent treatment

20 MLD for industrial wastewater, designed to scale to 60 MLD, serving a wide range of industrial sectors.

Sewage treatment

10 MLD, scalable to 30 MLD, with recycled water provisioned back for non potable and industrial use.

Power

Two DISCOMs. Torrent Power has built two substations including a gas insulated, SCADA enabled one, giving 500 MVA of distribution capacity scalable to 1,500 MVA. GETCO is adding a second substation for dual source redundancy.

Piped gas

Gujarat Gas has laid transmission pipeline to deliver gas at plot level, so an industrial tenant does not arrange their own supply.

Storm water and canal

Storm water drainage runs under the full 72 km road network, discharging through a 6.6 km central canal to the sea. The canal front doubles as a green recreation corridor.

Capacities are the official Dholera SIR figures. Every plant above was built with headroom, which is why the scalable figure is quoted alongside the installed one.

All of the above sits inside or serves the 22.54 sq km Activation Area. The other 400 sq km of the developable region is at earlier stages, and parts of it have not started.
